Guide to referencing BIPM information resources

1.  Introduction

The BIPM is the international organization established by the Metre Convention, through which Member States act together on matters related to measurement science and measurement standards, and the home of the International System of Units (SI) and the international reference time scale (UTC).

The BIPM publishes information resources that are independently citable by third-parties, such as in international standards. This leads to the need to adopt a unified and predictable format for referencing.

BIPM uses French as its official language but heavily adopts bi-lingual practices, and often publishes in English.

This document provides guidance to citation users on how to cite BIPM information resources, for situations in French, English or as bi-lingual references.

2.  Terms and definitions

For the purposes of this document, the following terms and definitions apply.

2.1.  Information resources

2.1.1. information resource

work manifestation or item in physical or digital form or any other asset that contributes to human knowledge

3.  Types of information resources

BIPM publishes a number of information resources that can be individually citable, including the following:

4.  Principles of referencing

4.1.  General

This clause describes the principles of referencing.

4.2.  Specificity of references

When referencing an information resource, care should be taken to refer to the exact information resource at an appropriate granularity.

Information resources can be arranged in a hierarchical manner, such as a proceedings publication containing many meeting outcomes.

When referencing a meeting outcome, one can refer to the meeting outcome independently or to the meeting outcome as documented in the proceedings. In this case, the reference should be made to the independent meeting outcome, not the one contained.

Always prefer referencing the exact information resource over referencing an indirect information resource.

4.3.  Language-specific or language-independent settings

BIPM is a bi-lingual organization, and most publications are issued in both languages.

References can be made in single language or language-independent settings:

  • When a reference points to a publication of a particular language, the reference is made towards the publication’s text in that particular language;

  • When a reference is made without specification of a particular language, the reference is made towards the publication described in both languages.

A language-independent reference is preferred over a language-specific reference.

This preference is not related to the language used in the medium carrying the citation.

EXAMPLE

In an English publication, it is still preferred to refer to the language-independent decision instead of the English decision.

5.  Information resource reference types

5.1.  Publication identifiers

The publication identifier is used for:

  • referencing a publication within textual content;

  • unique identification of a publication, such as in being a bibliographic citation tag.

5.2.  Bibliographic citations

The bibliographic citation reference format is used for referencing a publication in a bibliography or references section.

The BIPM adopts ISO 690:2021 for its citation reference format.

The general pattern is as follows:

5.3.  Document object identifiers (DOI)

The Digital Object Identifier (DOI) is an identifier defined in ISO 26324:2022 for the unique referencing of information resources through the DOI name resolution system operated by the DOI Foundation.

The DOI identifier is a case-insensitive string under the namespace of the BIPM’s organization DOI code.

The pattern of the DOI is as follows.

doi:10.xxxxx/{item-doi}

the DOI name identifying the information resource.

5.4.  Uniform resource names (URNs)

Uniform resource names (URNs) are defined in IETF RFC 8141 as unique identifiers for information resources.

BIPM defines a URN syntax to identify the multitude of information resources it publishes.

Note:  An information resources can contain one or more information resources. Each information resource can be directly identified by exactly one URN.

EDITORIAL NOTE

BIPM needs to register its URN scheme with IETF.

The pattern of the URN for a BIPM published information resource is as follows.

urn:bipm:{version}:{group}:{venue-type}:{venue-id}:{type}:{identifier}:{date}

Where,

version

identifies the version of the URN pattern. The syntax described in this document is considered as v1. The only allowed value is v1.

group

group responsible for the creation of the information resource. Values available at Appendix 1.

venue-type

(optional) type of venue where this information resource is produced

venue-id

(optional) identifier of the venue where this information resource is produced

type

type of information resource

identifier

unique identifier of the information resource within scope of the information resource type

date

date of publication of the information resource

6.  Meeting proceedings / meeting reports

6.1.  General

This document defines reference formats for meeting proceedings or meeting reports.

6.2.  Publication identifier

The general pattern is as follows:

{group-short-name} {meeting-sequence} {venue} ({year})

is the short name of the publishing group.

6.3.1.  General

This document defines the citation syntax for meeting proceedings or meeting reports to be used when referencing from a bibliographic section.

6.3.2.  Syntax components

In the following clauses, these components are used to describe particular parts of the reference syntax.

group-name

is the name of the publishing group

group-short-name

is the short name of the publishing group.

proceedings-name

is the English or French name of the proceedings publication or report of the subject meeting.

meeting-sequence

is the sequence number of the subject meeting in ordinal format.

location

is the web-accessible location of the proceedings publication or report.

6.3.3.  Single language: French

The general pattern is as follows:

7.1.  General

BIPM outcomes are outcomes of committees or any consultative group.

7.2.  Syntax components

is the identifier of the outcome.

is the year when the outcome was published

7.3.  Publication identifier

7.3.1.  General

The publication identifer is used for referencing in a bibliography or outside content text, because they are unambiguous and easily understandable identifiers.

7.3.2.  Syntax components

The full-length syntax is used for referencing within text because they uniquely identify an information resource with adequate readability.

7.4.2.  Single language: French
